Innovation Transfer Under Threat as Foreign Powers Eye Western Labs

David Vigneault warns that Western labs producing high-value innovations are now under serious threat from foreign powers. He says intellectual property and research outcomes have become strategic prizes.
He claims that adversarial states often use front organisations and infiltrators to secure access to cutting-edge research. These tactics are designed to stay under the radar of standard oversight mechanisms.
Once innovations are extracted, they can be modified, weaponized, or mass-produced by foreign militaries giving them a substantial strategic edge. This undermines both economic and defence stability in the West.
Vigneault said the trend is growing rapidly, with more entities involved each year. He believes timely action is needed to prevent irreversible damage to national interests and global security.
He urged universities, governments and industries to collaborate on robust protection measures, while ensuring that policies don’t unfairly target individuals based on origin or ethnicity.
